Transport sector quota certificates

Quota Certificates for the Transport Sector are electronic certificates issued in megajoules (MJ) within the national transport sector quota certificates trading platform. These certificates prove the release of renewable energy for final consumption in the Estonian transport sector.

When biomethane is released for consumption, quota certificates are issued to the party who has deleted biomethane guarantees of origin in the Estonian electronic guarantees of origin database to prove consumption in the transport sector. When hydrogen is released for consumption, quota certificates are issued to the party who has deleted hydrogen guarantees of origin in the Estonian electronic guarantees of origin database to prove consumption in the transport sector. Hydrogen quota certificates are only issued upon deletion of RFNBO hydrogen or other renewable hydrogen guarantees of origin to prove transport consumption. Hydrogen quota certificates are calculated based on the lower heating value of the corresponding biomethane for the month of hydrogen production. When renewable electricity is released for consumption, transport statistics are issued to the party who has registered metering points on the trading platform through which electric vehicle charging with electricity takes place. Transport statistics are issued for the amount of renewable electricity released for consumption. For grid electricity, the amount counted as renewable corresponds to the statistical share of renewable electricity from two years prior (e.g., for 2026, the 2024 share of 38.88% is applied). This percentage is published by the European Commission at the end of the calendar year or the beginning of the following year, available HERE. For electricity from dedicated renewable generation installations, the entire amount consumed is considered renewable electricity. When liquid biofuel is released for consumption, transport statistics are issued to the party who has registered the release for consumption in the Fuel Handling Database of the Estonian Tax and Customs Board. More detailed information about liquid biofuel transport statistics is available HERE.
