Targets for the transport sector

Transport sector quota certificates, or transport statistics, are electronic certificates issued in megajoules (MJ) within the national biomethane registry and the transport statistics trading platform system, certifying the release of renewable energy for consumption in Estonia’s transport sector.

The purpose of transport statistics is to increase the use of renewable fuels and reduce the amount of greenhouse gases (GHG) in the transport sector, since this sector accounts for approximately one quarter of the total GHG emissions of the European Union.

At the EU level, the renewable energy targets for the transport sector are set out in the Renewable Energy Directive, the amendments to which entered into force in November 2023 and are in the process of being transposed.

In Estonia, the field is further regulated by the Liquid Fuel Act (VKS) and the Energy Sector Organisation Act (EnKS). In addition, guidance is provided by the Regulation No. 90 of the Minister of Climate of 14.11.2022 “Procedure for Trading in Biofuel, Biomethane and Electricity Statistics and Greenhouse Gas Emission Statistics.”

Transport statistics may be used to fulfil the renewable fuel supply obligations under the Liquid Fuel Act.
