Quota certificates
Renewable electricity quota certificates are electronic certificates issued in megajoules (MJ) within the transport sector quota certificates trading platform (hereinafter “trading platform”), certifying the release of renewable electricity for consumption in the Estonian transport sector via charging points.
Renewable electricity quota certificates are issued for electricity consumed in road transport and only for the portion of electricity that is renewable. For electricity drawn from the grid, the amount of renewable electricity is calculated according to the statistical renewable electricity share of the year before last; in 2026, this share is 38.88% (the 2024 percentage). The share percentage is published by the European Commission at the end of the calendar year or at the beginning of the new calendar year HERE. For electricity supplied directly to end consumers through a direct line from a renewable electricity generation facility, the entire amount of electricity consumed is considered renewable.
To obtain renewable electricity quota certificates, the charging point operator must register the metering points required in the accounting guide and in the registration form on the transmission system operator’s electricity data exchange platform, Estfeed Datahub and submit data on the quantities of electricity supplied to end consumers in road transport under the relevant metering points by the 5th day of the calendar month following consumption or on the next working day thereafter (Regulation No. 90 Section 2 Subsection 6).
The transfer of submitted road transport electricity consumption data from Estfeed Datahub to the trading platform takes place automatically. Thereafter, Elextra issues renewable electricity transport cuota certificates to the charging point operator based on the quantities of electricity supplied for consumption on the 7th day of the same calendar month or on the next working day thereafter (Regulation No. 90 Section 2 Subsection 6). Renewable electricity quota certificates are issued only once per month.
If the submission of data to the data exchange platform is delayed or the data require correction, please notify us on kvoodisert@elextra.ee at the earliest opportunity.
Practices for accounting electricity transport quota certificates are still being developed, and in the future, if more detailed regulation of this sector occurs, the requirements described here may change.
