Quota certificates

Renewable electricity quota certificates are electronic certificates issued in megajoules (MJ) within the transport sector quota certificates trading platform (hereinafter “trading platform”), certifying the release of renewable electricity for consumption in the Estonian transport sector via charging points.

Renewable electricity quota certificates are issued for electricity consumed in road transport and only for the portion of electricity that is renewable. For electricity drawn from the grid, the amount of renewable electricity is calculated according to the statistical renewable electricity share of the year before last; in 2026, this share is 38.88% (the 2024 percentage). The share percentage is published by the European Commission at the end of the calendar year or at the beginning of the new calendar year HERE. For electricity consumption associated with a renewable electricity production unit, all electricity consumed is considered renewable.

To account for electricity directed from a renewable electricity production unit to road transport, the following methodology must be applied:

  1. Measure the hourly amount of renewable electricity produced;
  2. Measure the hourly amount of electricity directed to road transport;
  3. Apply the methodological assumption that transport consumption is prioritised over other consumption;
  4. Calculate the renewable electricity consumption in road transport as follows (hourly calculation):
  5. If the amount of electricity consumed by transport (measured by meter) is less than or equal to the amount of renewable electricity produced (measured by meter), consider all electricity consumed in road transport as renewable;
  6. If the amount of electricity consumed by transport (measured by meter) exceeds the amount of renewable electricity produced (measured by meter), consider the portion exceeding the produced renewable electricity as grid electricity.

To obtain renewable electricity transport sector quota certificates, the charging operator must submit data on electricity consumed in road transport to the primary grid operator’s Estfeed Datahub, under the registered grid metering point or the metering point associated with the renewable electricity production unit, by the 5th day of the calendar month following the consumption month, or the next working day.

The submitted electricity consumption data for road transport is automatically uploaded to the trading platform, and Elextra issues the renewable electricity quota certificates to the charging operator based on the consumption amounts on the 7th day of the same calendar month or the next working day. Renewable electricity quota certificates are issued only once per month.

Practices for accounting electricity transport quota certificates are still being developed, and in the future, if more detailed regulation of this sector occurs, the requirements described here may change.
