Quota certificates
Biofuel Quota Certificates are electronic certificates issued in megajoules (MJ) that prove the release of biofuel for consumption. Biofuel is a liquid fuel used in the transport sector that is produced from biomass (AÕKS § 120 (3)).
According to § 2 (1) of the Trading Regulation, the Estonian Environment Agency issues biofuel transport statistics in the Fuel Handling Database to the supplier as defined in VKS § 21 (1), upon registration of the release of biofuel for consumption in the database. The issuance takes place in the calendar month following the release for consumption. Example: If the release for consumption took place in September, the biofuel transport statistics will be issued to the supplier in October.
To trade biofuel quota certificates, the owner of the quota certificates sends the quota certificates from their account in the Fuel Handling Database via an electronic channel to their account on the transport quota certificates trading platform. On the trading platform, the sent quantities are recorded as renewable energy quota certificates, which refer to quota certificates for liquid biofuel, biomethane, or renewable electricity sent to the platform for sale.
Once biofuel quota certificates have been transferred to the trading platform account, they can either be pre-traded or submitted to auction, where the auction prices can be viewed HERE.
