Quota certificates
Biofuel quota certificates are electronic certificates issued in megajoules (MJ) that prove the release of biofuel for consumption. Biofuel is a liquid fuel used in the transport sector that is produced from biomass (AÕKS section 120 subsection 3).
According to regulation nr. 90 section 2 subsection 1, the Estonian Environmental Board issues biofuel transport sector quota certificates in the fuel handling database to the supplier as defined in Liquid Fuel Act section 21 subsection 1, upon registration of the release of biofuel for consumption in the database. The issuance takes place in the calendar month following the release for consumption. Example: If the release for consumption took place in September, the quota certificates will be issued to the supplier in October.
To trade biofuel quota certificates, the owner of the quota certificates sends the quota certificates from their account in the fuel handling database via an electronic channel to their account on the transport sector quota certificates trading platform. On the trading platform, the sent quantities are named as renewable energy quota certificates, which can be quota certificates for liquid biofuel, biomethane or renewable electricity sent to the platform for sale.
Once biofuel quota certificates have been transferred to the trading platform account, they can either be pre-traded or submitted to auction, where the auction prices can be viewed HERE.
