Renewable energy charge

The renewable energy charge is a fee through which electricity consumers finance renewable energy support paid to producers.

The renewable energy charge is the cost of financing support for electricity generated from a renewable energy source or using the efficient co-generation mode and supplied to the network, the rates of which are set out in the Electricity Market Act. The renewable energy charge is separated from network fees and all end consumers of electricity in Estonia pay it according to the volume of network services they consume and the quantity of electricity consumed through a direct line.

The renewable energy charge is listed as a separate item on the electricity invoice, allowing consumers to see exactly how much is paid to finance support for renewable energy and electricity generated in efficient cogeneration mode. Value added tax is added to the charge.

Under the current Electricity Market Act, the renewable energy charge is calculated by Elering, who prepares and publishes on its website by 1 December of each year an estimate of the amount needed to finance the support for the following calendar year based on forecasts submitted by transmission system operators, direct line possessors, producers of electricity from renewable energy and efficient cogeneration, and consumers connected to transmission system operator's electricity network. Based on the estimate, transmission system operator determines the amount of the cost of financing support for the next calendar year per kilowatt-hour of consumed network service and electricity consumed through a direct line, taking into account the amounts that were over- or underfunded for financing support in the 12 months immediately preceding the preparation of the estimate and the justified expenses incurred for administering the support.

System operators and line possessors send to transmission system operator (preliminary) data on the volume of network services provided to consumers and transmitted via direct lines in the previous month by the fifth day of the following month. Based on the data received (or an estimate in the absence of actual data), transmission system operator submits an invoice for the cost of financing the support to system operators and line possessors, which must be paid by the 14th day regardless of whether consumers have paid the invoice for the cost of financing the support.

System operators, direct line possessors and consumers connected to transmission system operator’s electricity network send to transmission system operator an estimate of the volume of network services to be provided in the next calendar year by 1 November of each year.

The planned amount of support is the amount of support expected to be paid based on estimated production for the next period, plus the costs of administering support for the previous 12 months.

The balance of the previous period is the balance of the amounts previously overpaid or underpaid to producers at the time of tariff calculation (as at 31 October) compared to the amount of renewable energy charges received from system operators and consumers, to/from which the monthly interest received/paid has been added/subtracted.

Statistics trading revenues are the net revenues from a statistics transfer transaction.

Estimated final consumption is the final electricity consumption in Estonia invoiced by system operators and line possessors for the next year, which does not include network losses or power plant self-consumption.

The following were taken into account when calculating the charge:

  1. Estimated production of electricity generated from renewable energy and subsidised is 1,634 GWh and the estimated quantities of subsidised electricity generated in efficient co-generation mode is 8 GWh. Estimated amount of support for electricity generated from renewable energy sources is 74.2 million euros and for electricity generated in efficient co-generation mode 0.2 million euros. The amount of the support is increased by 1 million euros for the administration of support for the previous period.
  2. The amount of renewable energy support is expected to be distributed as follows: 39 per cent to support solar power plants, 32 per cent to support wind turbines, 29 per cent to support electricity generated from biomass and biogas.
  3. As of 31 October 2025, the renewable energy charge and state allocations received have exceeded the support paid by 9 million euros. The balance of the period reduces the planned cost of support for 2026.
  4. Estimated consumption for the next calendar year is 7,876 GWh, which is at the same level as the consumption of the last 12 months.
