Quota certificates

Biomethane and Hydrogen Quota Certificates are electronic certificates issued in megajoules (MJ) within the transport sector quota certificates trading platform (hereinafter “trading platform”). These certificates prove the release of biomethane or hydrogen for final consumption in the transport sector.

When biomethane is released for consumption, quota certificates are issued to the party responsible for the release, who has deleted biomethane guarantees of origin in the Estonian electronic guarantees of origin database to prove consumption in the transport sector. Biomethane quota certificates are calculated based on the lower heating value of the corresponding biomethane for the month of biofuel production. Quota certificates have two values: natural (actual quantity) and calculated. The calculated quantity depends on the feedstock and is determined according to the Renewable Energy Directive.

When hydrogen is released for consumption, quota certificates are issued to the party responsible for the release, who has deleted hydrogen guarantees of origin in the Estonian electronic guarantees of origin database against the relevant hydrogen consumption metering point, in order to prove consumption in the transport sector. Hydrogen quota certificates are issued only upon the deletion of RFNBO hydrogen or other renewable hydrogen guarantees of origin to prove consumption in the transport sector.

The calculation of hydrogen quota certificates is based on the lower heating value of the corresponding biomethane for the month of hydrogen production. Hydrogen quota certificates also have two values: natural (actual quantity) and calculated. For RFNBO hydrogen, the calculated quantity is 2, and for other renewable hydrogen, it is 1.
