Transport consumption reporting

Pursuant to section 24 subsection 1 of the Liquid Fuel Act, a liquid fuel supplier is required to submit a monthly transport consumption report to the Environmental Board by the 15th day of each month.

In addition, pursuant to section 21 subsection 1 of the Liquid Fuel Act, a liquid fuel supplier is required to comply with the semi-annual biofuel obligation applicable to fuels released for consumption. This obligation stipulates that the share of biofuel, or alternatively biomethane, hydrogen or electricity supplied for final consumption, in the total energy content of gasoline, diesel fuel, biofuel and electricity supplied for use in road transport and released for consumption by the fuel supplier, calculated as a weighted average over a six-month period as of 30 June and 31 December, must be at least 7.5%.

The reporting deadline for the first half-year is 15 July and the reporting deadline for the second half-year is 15 January. These deadlines also apply to the trading platform.

For compliance with the first half-year obligation, all quota certificates must be issued and transferred to the liquid fuel supplier under a pre-trading agreement or through an auction no later than 15 July. If the quota certificates have not been transferred to the liquid fuel supplier under a pre-trading agreement or through an auction by 15 July, any quota certificates volumes transferred from 16 July onwards will be counted towards compliance with the second half-year obligation.

For compliance with the second half-year obligation, all quota certificates must be issued and transferred to the liquid fuel supplier under a pre-trading agreement or through an auction no later than 15 January. If the quota certificates have not been transferred to the liquid fuel supplier under a pre-trading agreement or through an auction by 15 January, the respective volumes can no longer be transferred and the quota certificates will expire.

The procedure for trading transport sector quota certificates related to biofuels, biomethane, hydrogen and electricity is regulated by Regulation No. 90 of the Minister of Economic Affairs and Infrastructure “Procedure for Trading Statistics of Biofuels, Biomethane, Hydrogen and Electricity”.

Pursuant to section 9 of the Regulation no. 90, the trading platform shall immediately and automatically transmit, via an electronic channel, data on the transport consumption of biomethane, hydrogen and electricity, as well as information regarding changes in the ownership of biofuel, biomethane, hydrogen or electricity quota certificates, to the fuel handling data repository.
