Liquid fuel supplier registration

A supplier is a fuel seller and a person holding a fuel import license, as referred to in § 21 subsections 1 and 9 of the Liquid Fuel Act.

The procedure for trading quota certificates of biofuels, biomethane, and electricity, as well as quota certificates of greenhouse gas emissions, is regulated by Regulation No. 90 of the Minister of Economic Affairs and Infrastructure, “Procedure for Trading Statistics on Biofuels, Biomethane, and Electricity and on Greenhouse Gas Emissions.”

Pursuant to § 26 of the Liquid Fuel Act, trading with quota certificates is carried out in the electronic database of guarantees of origin managed by the system administrator of guarantees of origin through the transmission system operator of the main grid.

To open an account in the register, the supplier submits an application to kvoodisert@elextra.ee. The standard conditions for the use of biomethane and hydrogen guarantees of origin are an integral part of the application. In the account opening application, the applicant must confirm that they have read and agreed to the standard conditions.

To register as a supplier, the applicant must also submit an authorization for data exchange between the register and the fuel handling database to kvoodisert@elextra.ee. Additionally, authorization must be submitted to the Tax and Customs Board, as data movement between systems is bidirectional.

Application forms developed by Elering are available in the annex on the website. To open a supplier account in the register, the supplier submits the following documents to kvoodisert@elextra.ee:

  1. Application for registration in the supplier role;
  2. Authorization for the electronic transfer of data from the register to the fuel handling database.
