Transport consumption reporting
The deadline for submitting the transport consumption report to the Environmental Board, as required under § 24 subsection 1 of the Liquid Fuel Act, is the 15th day of the month.
Pursuant to § 26 of the Liquid Fuel Act, trading with quota certificates is carried out in the electronic database of guarantees of origin (hereinafter, the register) managed by the system administrator of guarantees of origin through the transmission system operator of the main grid.
The procedure for trading with quota certificates of biofuels, biomethane, and electricity, as well as quota certificates of greenhouse gas emissions, is regulated by Regulation No. 90 of the Minister of Economic Affairs and Infrastructure "Procedure for Trading Statistics on Biofuels, Biomethane, and Electricity and on Greenhouse Gas Emissions".
According to § 9 of the aforementioned regulation, the register immediately and automatically transmits via electronic channels to the fuel handling database the transport consumption data for biomethane and electricity, as well as data on changes of ownership in quota certificates for biofuels, biomethane, or electricity, or quota certificates for greenhouse gas emissions.
Pursuant to the Renewable Energy Directive, the transport consumption of hydrogen meeting the criteria for renewable fuel of non-biological origin (RFNBO) is counted double when fulfilling national transport sector obligations, except for aviation and maritime transport, where it is counted 1.5 times. Consumption of RFNBO-compliant hydrogen is considered in achieving national renewable energy targets (including transport sector targets) if its use reduces greenhouse gas emissions by at least 70%. Consumption of other renewable hydrogen is counted once when fulfilling transport sector obligations.
According to the Renewable Energy Directive, transport consumption of biomethane produced from feedstocks listed in Annex IX of the directive is counted double when fulfilling national transport sector obligations, except for aviation and maritime transport, where biomethane produced from feedstocks listed in Annex IX, Part A, is counted 1.2 times. Additional rules apply regarding compliance with biomethane sustainability criteria.
Trader data transmitted from the register to the fuel handling database are aggregated in the register as the “Report on Biomethane Submitted for Consumption” and the “Report on Hydrogen Submitted for Consumption.”
