Transport consumption reporting

In accordance with section 26 of the Liquid Fuel Act, trading with quota certificates is carried out through the gaseous fuels registry and transport sector quota certificates platform (hereinafter referred to as the trading platform), which are administered by the transmission system operator acting as the manager of the guarantees of origin system.

The procedures for trading transport sector quotas related to biofuels, biomethane, hydrogen and renewable electricity are governed by Regulation No. 90 of the Minister of Economic Affairs and Infrastructure “Procedure for Trading Statistics on Biofuels, Biomethane, Hydrogen and Electricity”.

Pursuant to section 9 of the regulation no. 90, the trading platform immediately and automatically transmits via an electronic channel, biomethane, hydrogen and electricity transport consumption data, as well as information regarding changes in ownership of biofuel, biomethane, hydrogen or renewable electricity quota certificates, to the Fuel Handling Database (KKS) administered by the Environmental Board and to the Compliance Documents System (VDS) of the Tax and Customs Board.

Under the Renewable Energy Directive, the transport consumption of hydrogen that complies with the criteria for Renewable Fuels of Non-Biological Origin (RFNBOs) is counted twice toward national transport sector obligations, except in aviation and maritime transport, where it is counted at a factor of 1.5. Hydrogen meeting the RFNBO criteria is counted toward national renewable energy targets (including transport sector targets) provided that its use results in at least a 70% reduction in greenhouse gas emissions. The transport consumption of other renewable hydrogen is counted on a one-to-one basis toward transport sector obligations.

In accordance with the Renewable Energy Directive, the transport consumption of biomethane produced from feedstocks listed in Annex IX of the Directive is counted twice toward national transport sector obligations, except in aviation and maritime transport. In those sectors, the consumption of biomethane produced from feedstocks listed in Part A of Annex IX is counted at a factor of 1.2. Additional rules regarding compliance with biomethane sustainability criteria also apply.

Gas supplier data transmitted from the trading platform to the fuel handling database are consolidated in the reports “Biometaani tarbimisse andmise raport“ and “Vesiniku tarbimisse andmise raport“ available on the trading platform.
