Transport consumption reporting

The reporting period for quota certificates of charging operators is calculated on a calendar year basis. Pursuant to the Renewable Energy Directive, transport consumption of renewable electricity is taken into account four times when fulfilling national transport sector obligations, due to which renewable electricity quota certificates have two values: natural (actual amount) and accounted (four times the amount).

The Environmental Board is reported on the use of electricity in the transport sector and on the change of ownership of quota certificates via the trading platform. Reporting is carried out automatically via an electronic channel to the fuel handling database (KKS) managed by the Environmental Board, which is located in the Tax and Customs Board's compliance document system (VDS).

The change of ownership of quota certificates for renewable electricity can be done through pre-trading or auction. Trading is regulated by Regulation No. 90 of the Minister of Economic Affairs and Infrastructure of 14.11.2022 "Procedure for trading in biofuel, biomethane and electricity statistics and greenhouse gas emissions statistics".

On the trading platform, the charging operator can see their aggregate data on issued quota certificates in the user view on the reports subpage “Electricity supply report” (EST: "Elektri tarbimisse andmise raport"). Aggregate data on purchased and sold quota certificates can be seen in the “Renewable energy supply report” (EST: "Taastuvenergia tarnimise raport").
