Registration
To join the transport quota certificates trading platform system (hereinafter “trading platform”) as a charging operator and to account for electricity released for consumption in road transport, the following documents must first be submitted to the email address kvoodisert@elextra.ee:
- Complete and sign the application (including terms and conditions) for accounting electricity released for consumption in road transport;
- Provide consent, with authorization, for the electronic transfer of data from the trading platform to the corresponding Environmental Board report in the Tax and Customs Board’s fuel handling database;
- Additionally, provide consent, with authorization, for the electronic transfer of data from the trading platform to the Tax and Customs Board, as data movement between the systems is bidirectional.
Furthermore, a prerequisite for accounting electricity released for consumption in road transport is submitting the electricity quantities used in road transport to the primary grid operator’s Estfeed Datahub, where the charging operator must first register. Subsequently, it is necessary to register in Estfeed Datahub either a metering point associated with a renewable electricity production unit, under which all consumption related to the renewable electricity production unit may be aggregated into a single point, or a grid consumption metering point, under which all grid electricity consumption may be aggregated. If consumption is not aggregated under the metering points, it must be ensured that no other consumption occurs through the grid consumption metering points, as renewable electricity transport statistics are issued only for electricity directed to road transport. For other consumption, electricity data released for road transport must be submitted separately under a virtual aggregated metering point registered in Estfeed Datahub and linked to a charging device on the trading platform.
If data from a grid connection metering point is reflected under a registered transport consumption metering point, but the owners of the transport consumption and grid connection metering points are different, a corresponding authorization for accounting electricity quantities directed to road transport must be provided by the owner of the grid connection metering point. This requirement applies to both production and consumption grid connection metering points.
The metering points added in Estfeed Datahub must be linked to the trading platform by registering the charging device in the charging operator’s account on the trading platform. If multiple charging devices exist, they are aggregated into a single collection. When linking metering points to a charging device or a set of devices, it must be specified whether it concerns grid consumption or consumption associated with a renewable electricity production unit.
Practices for accounting electricity quota certificates are still being developed, and in the future, if more detailed regulation of this sector occurs, the requirements described here may change.
