Registration
Charging Operator means, within the meaning of Regulation No. 90 "Procedure for Trading in Biofuel, Biomethane, Hydrogen and Electricity Statistics", a person supplying electricity for final consumption in road transport who is either a party to the network agreement for the metering point through which electricity is supplied for final consumption in road transport, or a person authorised by a party to the network agreement.
To join the transport quota certificates trading platform system (hereinafter “trading platform”) as a charging operator and to account for electricity released for consumption in road transport, the following documents must first be submitted to the email address kvoodisert@elextra.ee:
- complete and sign the application (including terms and conditions) for accounting electricity released for consumption in road transport;
- provide consent, by means of an authorization, for the electronic exchange of data between the Trading Platform and the Environmental Board's Fuel Handling Database (KKS) in the Estonian Tax and Customs Board's Compliance Documents System (VDS), and vice versa, as the data exchange is bidirectional (a copy of the authorization document will be forwarded to the Estonian Tax and Customs Board).

Furthermore, a prerequisite for accounting electricity released for consumption in road transport is submitting the electricity quantities used in road transport to the primary grid operator’s Estfeed Datahub, where the charging operator must first register company and metering points. When supplying grid electricity for final consumption within the meaning of section 21, subsection 42, clause 1 of the Liquid Fuels Act, the charging point operator must register in Estfeed Datahub the grid metering point through which electricity is supplied for final consumption and account for it on the trading platform.
If within the meaning of section 21, subsection 42, clause 2 of the Liquid Fuels Act, the charging point operator supplies electricity for final consumption from a renewable energy generation unit via a direct line, the charging point operator shall register in Estfeed Datahub both the grid metering point and the direct-line metering point and account for them on the trading platform.
If in addition to transport consumption, other consumption also takes place through the grid or direct-line metering points (for example, building consumption or street lighting), the electricity supplied for final consumption in road transport must be reported separately under a virtual metering point registered in Estfeed Datahub that is associated with electricity supplied via a direct line from a renewable electricity generation unit for transport consumption and/or under a virtual grid electricity metering point for transport consumption, and must be accounted for on the trading platform. Distinguishing final consumption is important because renewable electricity transport sector quota certificates are issued only for renewable electricity supplied for final consumption in road transport.
If the charging point operator wishes to aggregate electricity supplied for final consumption from different charging devices, a virtual aggregated metering point must be registered in Estfeed Datahub for this purpose. Grid electricity consumption data may be submitted to the trading platform through a single virtual aggregated grid consumption metering point, provided that the relevant virtual metering point and all grid metering points to be aggregated have been registered in Estfeed Datahub in advance. When electricity from a renewable energy generation unit is supplied for final consumption via a direct line, consumption data may be submitted to the trading platform through a single virtual aggregated consumption metering point associated with the renewable electricity generation unit, provided that the relevant virtual metering point and all direct-line metering points to be aggregated have been registered in Estfeed Datahub in advance.
If the data of a grid connection metering point is reflected under a registered transport consumption metering point, but the owners of the transport consumption metering point and the grid connection metering point are different, an authorization from the owner of the grid connection metering point for the accounting of electricity volumes directed to road transport must be submitted. This requirement applies to both production-side and consumption-side grid connection metering points.

Practices related to the accounting of transport electricity are still being developed, and if more detailed regulation of the sector is introduced in the future, the requirements described above may change.
