Registration
Trader means a market participant who carries out transfers and cancellations of guarantees of origin.
The operator of the Estonian gaseous fuels registry (hereinafter register) is the transmission system operator, who issues guarantees of origin in Estonia and maintains the electronic database of guarantees of origin.
Transactions related to the issuance, transfer and cancellation of hydrogen guarantees of origin are carried out in the register.
Transactions related to the issuance and transfer of guarantees of origin are carried out through an account opened in the register.
To open a trader account in the register, the trader shall submit the following documents to biometaan@elextra.ee:
- complete and digitally sign the trader role application (including the terms and conditions);
- to take into account the consumption of hydrogen in road or rail transport, provide consent through an authorisation for the electronic transfer of data from the register to the relevant Environmental Board fuel handling database (KKS) in the Tax and Customs Board’s compliance documentation system (VDS), and vice versa, as the data exchange is two-way (a copy of the document is transmitted to the Tax and Customs Board);
- the standard terms and conditions for the use of biomethane and hydrogen guarantees of origin form is integral part of the application. The account opening application must confirm that the applicant has read and agreed to the standard terms and conditions.
The application forms can be found in the attachments to the webpage.
The standard terms and conditions for the use of biomethane and hydrogen guarantees of origin set out the terms and procedures for using the register, under which a market participant may carry out transactions involving guarantees of origin. The standard terms and conditions have been established pursuant to subsection 32¹⁰ (12) of the Energy Sector Organisation Act.
A prerequisite for carrying out the cancellation of a hydrogen guarantee of origin in the register is the submission of metering data to the register.
Consumption in the transport sector is calculated based on the fuel's lower calorific value.
